Instructions for Petition Signatures

In order to be verified, signatures on the Petition must be gathered according to very specific laws and regulations. It is very important that the Petition is handled correctly in order for your signed Petition to be considered valid. The following steps will help guide you through the Petition process.

  • The person downloading the Petition and gathering the signatures must fill out the Declaration of Person Circulated section of the recall Petition(located at the bottom of the Petition). It may be filled out before OR after signatures have been gathered. Even if you are the only person signing the Petition you must fill out the declaration section.
    1. Print your full name in the first line of the declaration.

    2. Place your address in line 1 of the declaration.
    3. Place the dates that the Petition was circulated by you in line 4 of the declaration – if the entire Petition was signed on one date place that date in both lines of #4.
      “The appended signatures were obtain between May 20, 2013” and May 20, 2013“”
    4. Place the date that you filled out the declaration in the first section of the bottom line of the declaration and “San Bernardino” in the second section of the bottom line of the declaration.
      “Executed on May 20, 2013 at San Bernardino, California.”
    5. Sign the declaration in blue or black ink (no other color will be allowable)
  • All registered voters who live in the City of San Bernardino are eligible to sign up to three (3) Petitions – The Petition for Recall of the Mayor, PATRICK J. MORRIS; the Petition for Recall of the City Attorney, JAMES F. PENMAN; and the Petition for Recall of the Council Member in the individual Ward where you reside.
    You are not obligated to sign all three Petitions. Each individual Petition counts as a valid signature to recall that office holder. We urge you to sign all three (3) Petitions named above but the choice is yours.
  • Who can sign a Petition? In order to be eligible to sign the Petition for a Council Member you must be a registered voter in the City of San Bernardino, California and live in the Ward of the Petition you are signing.
    For example, if you are a resident of the 7th Ward and are registered to vote at the address located in the 7th Ward, then you are eligible to sign the Petition to Recall WENDY MCCAMMACK.

    1. In the first available line of the Petition section, print your name.
    2. In the box directly under where you have printed your name, sign your name in blue or black ink.
    3. In the box to the right of where you printed your name – write the address where you are a registered voter.
    4. In the box to the right of where you signed your name – place “San Bernardino” and your zip code.
    5. Do not write or place anything in the 1-inch box to the right of where you have written your address – this is the verification section used by the Registrar of Voters only.
  • To Recall the Mayor and the City Attorney, you must reside anywhere in the City and be a registered voter.
    1. In the first available line of the Petition section, print your name
    2. In the box directly under where you have printed your name, sign your name in blue or black ink
    3. In the box to the right of where you printed your name – write the address where you are a registered voter
    4. In the box to the right of where you signed your name – place “San Bernardino” and your zip code.
    5. Do not write or place anything in the 1-inch box to the right of where you have written your address – this is the verification section used by the Registrar of Voters only.
  • Petitions may not be photocopied, faxed, or scanned. All signatures must be original in order to qualify the Petition. The declaration section must be filled out completely.
  • Petitionmust be mailed to the Committee utilizing the P.O. Box located on the bottom of the Petition form. Petitions may not be hand-delivered; nor can they be sent to the Registrar of Voters or the City Clerk’s office directly. Those Petitions sent directly will be discarded. If you have multiple Petitions you have collected, please email us at [email protected] and we would be happy to arrange for a pick-up.
  • You may not sign the same Petition multiple times. Duplicate signatures will be disqualified by the Registrar of Voters. And again, in addition to the Mayor and City Attorney, you may only sign the Petition for the Ward where you reside as a registered voter.
  • Do not alter, modify, or change the Petition. Only those forms which have been previously approved by the City Clerk and Registrar of Voters are eligible for verification.
